NCAA fines RwandAir N15m over baggage complaint

The Nigerian Civil Aviation Authority has fined RwandAir N15m for failing to resolve a passenger’s baggage complaint within the stipulated timeframe.

The NCAA spokesperson, Michael Achimugu, disclosed the sanction in a post on his personal X handle on Friday.

According to the authority, the penalty was imposed after the airline failed to address the passenger’s baggage complaint in line with Nigeria’s aviation consumer protection regulations.

In addition to the fine, the NCAA ordered RwandAir to replace the passenger’s damaged baggage and pay $170 as first-need compensation.

The authority said the compensation was provided for under Part 19 of the NCAA Regulations 2023, which stipulates compensation and other remedies for passengers affected by baggage-related issues.

Explaining the sanction, the NCAA said, “The NCAA has sanctioned Rwand Air for consumer protection-related infractions.

The airline has been fined a sum of FIFTEEN MILLION NAIRA for its failure to resolve a baggage issue within the stipulated timeframe.

“In addition, Rwand Air has been asked to replace the passenger’s damaged bag and pay 170 dollars as first-need compensation as stipulated by Part 19 of the NCAA Regulations 2023.”

The latest sanction is part of the NCAA’s efforts to ensure airlines comply with consumer protection rules and resolve passenger complaints within the prescribed period.

The authority has previously sanctioned both local and international airlines for various infractions.

In February 2025, five carriers — Royal Air Maroc, Arik Air, Ethiopian Airlines, Aero Contractors and Air Peace — were sanctioned over different violations, with varying penalties under consideration.

The NCAA had also recently warned airlines that failure to process passenger refunds within the timeframe stipulated by Part 19 of the NCAA Regulations 2023 could attract sanctions.
