National Assembly passes police reform bills

The Nigeria Police Force has described the passage of the Police Institutes Establishment Bill and the Nigeria Police Trust Fund (Amendment) Bill, 2025 by the National Assembly as a “historic step” toward professionalizing and modernizing policing in the country.

The two legislations, which were recently passed and assented to by President Bola Ahmed Tinubu, are expected to overhaul the Force’s training system, improve welfare, and ensure sustainable funding for its operations.

According to a statement issued on Monday by the Force Public Relations Officer, CSP Benjamin Hundeyin, the new laws mark “a significant milestone in the ongoing reform and modernization efforts” of the Nigeria Police Force.

Hundeyin explained that the Police Institutes Establishment Act consolidates all existing police training and research institutions, expanding their academic capacity and aligning their curricula with global standards in law enforcement, leadership, technology, and community policing.

“With this Act, the Force can now coordinate professional training more effectively and prepare officers for the complexities of modern-day policing,” he stated.

The Nigeria Police Trust Fund (Amendment) Act was also hailed for strengthening the Force’s financial and administrative framework.

The law ensures fiscal transparency and accountability, while guaranteeing steady funding for logistics, equipment, training, and welfare — areas that have long hindered the Force’s operational efficiency.

“These legislations address decades-long gaps in training, infrastructure, and funding that have constrained police effectiveness,” the statement read.

“They will transform the Police’s institutional framework, enabling training schools and colleges to upgrade infrastructure, adopt modern technologies, and establish research collaborations with reputable local and international institutions.”

The reforms also prioritize improved welfare and motivation for officers.

The Force said the Acts provide for enhanced health and insurance benefits, better housing, and career development opportunities — measures expected to inspire “a new era of professionalism and ethical service delivery.”

Inspector-General of Police, IGP Kayode Adeolu Egbetokun, Ph.D., NPM, commended the leadership and members of the National Assembly for what he described as “a patriotic commitment to strengthening the Nigeria Police Force through crucial legislative intervention.”

Egbetokun also thanked President Tinubu for assenting to the bills, saying the move “demonstrates the administration’s unwavering resolve to modernize and professionalize policing in Nigeria.”

“With this renewed legal and institutional framework, the Force will redouble efforts to elevate its training standards, nurture world-class officers, and deliver efficient, accountable, and citizen-focused policing services nationwide,” the IGP assured.

He added that the passage of the bills “is not only a milestone for the Nigeria Police Force, but also a victory for national security, professionalism, and public trust.”
