Osun Assembly passes bill to end multiple ticketing in motor parks

The Osun State House of Assembly has passed the Osun State Integrated Transport, Traffic and Park Management System Bill, 2026, aimed at ending multiple ticketing and improving the management of motor parks across the state.

The bill, sponsored by the Chairman of the House Committee on Works and Transport, Abiola Waheed, was passed during Wednesday’s plenary after undergoing deliberation and scrutiny by lawmakers.

According to a statement issued by the Chief Press Secretary to the Speaker, Tiamiyu Olamide, the legislation provides for the integrated regulation, registration, management and digital administration of commercial transportation, traffic, motor parks, terminals, garages, loading points and related transport infrastructure.

A major provision of the bill is the introduction of a digital ticketing system intended to eliminate the collection of multiple tickets from transport operators.

The statement quoted the Assembly as saying the initiative would “reduce unnecessary burdens on transport operators, promote transparency and improve the efficiency of revenue collection for the State Government.”

It added that the legislation would also strengthen the protection of passengers and other motor park users while promoting accountability and orderliness within the transport sector.

The bill was referred to the House Committee on Works and Transport and the Legal Department for further scrutiny before the committee’s report was presented and adopted by the lawmakers.

Following the adoption, the Majority Leader, Babajide Kofoworola Adewumi, moved for the third reading and passage of the bill. The motion was seconded by Taofiq Olayiwola and subsequently approved by the House.

Speaking after the passage, the Speaker, Adewale Egbedun, described the legislation as another step towards improving the transport sector and ensuring better management of motor parks.

Egbedun said the law would provide a clearer regulatory framework while fostering a more organised relationship among transport operators, commuters and government agencies.

He also said the legislation would promote transparency in revenue collection and improve the overall safety and efficiency of motor park operations.

The Speaker directed lawmakers to examine the clean copy of the bill before it is transmitted to the state governor.

The statement said the clean copy would subsequently be forwarded to the Executive Governor of Osun State for assent in line with the constitutional process for enacting legislation.

The development followed an earlier proposal by the Assembly to establish a Park Management System to improve order and safety in motor parks.

During Monday’s plenary, Waheed had said the proposed legislation would regulate revenue collection, prevent leakages in internally generated revenue and establish a structured management system for motor parks.

He also said the proposed law would prohibit thuggery and other violent activities within motor parks across the state.
