Osun assembly passes local govt finance bill

The Osun State House of Assembly has passed the Osun State Local Government Accounts Administration Bill, 2025, aimed at tightening the management, oversight, and operation of local government finances across the state’s 30 LGAs and area councils.

The bill, according to the Assembly, represents a major step toward boosting financial governance and ensuring greater transparency in grassroots administration.

In a statement issued in Osogbo on Friday, the Chief Press Secretary to the Speaker, Olamide Tiamiyu, explained that the law was enacted in line with Section 7(1) of the 1999 Constitution (as amended), which grants state assemblies the authority to legislate on local government financial matters.

Tiamiyu noted that the legislation was crafted to “enhance accountability, prevent financial abuse, and enforce strict adherence to statutory fiscal procedures at the local government level.”

A key provision of the bill vests the authority to sign all local government financial accounts solely in the Directors of Finance and the Directors of Administration and General Services. Political office holders and their appointees are expressly barred from serving as signatories.

“This measure is widely seen as a deliberate step to curb undue political interference in the financial operations of local governments,” Tiamiyu added.

Speaking after the bill’s passage, Speaker of the House, Adewale Egbedun, announced that a clean copy of the legislation would be forwarded to Governor Ademola Adeleke for his assent.

Egbedun said, “Once the governor signs this bill into law, it will strengthen institutional integrity, promote financial discipline, and improve service delivery across our communities.”

The Speaker also recalled that on November 10, the Assembly passed two major bills—the Islamic and Traditional Marriages (Registration) Bill and the Water Users’ Association (Irrigation) Bill—describing them as “significant reforms aimed at reinforcing social structures and enhancing agricultural development.”

He noted that both bills were approved after the House considered committee reports and completed clause-by-clause reviews during plenary.

The newly passed Local Government Accounts Administration Bill will take full effect once signed by the governor.
