Tengstedt opened the scoring from the penalty spot in the 49th minute after Thomas Jørgensen was brought down by Ahmed Touba.
Two minutes later, the forward doubled Toulouse’s lead with a glancing header from Jørgensen’s delivery.
Le Havre reduced the deficit in the 71st minute when Josh Maja finished from close range following Sota Nakamura’s cross.
Toulouse restored their two-goal cushion eight minutes later, with Jørgensen calmly converting Cristian Casseres’ pass to make it 3-1.
Mbwana Samatta pulled another goal back for Le Havre in the 88th minute, setting up a tense finale.
Toulouse goalkeeper Guillaume Restes then made a low save from Nakamura in stoppage time to preserve the hosts’ lead.
The victory lifted Toulouse from 17th to 12th in the Ligue 1 table, while Le Havre will look to respond when they travel to LOSC.
Toulouse’s next league fixture is away to Monaco.
