The Presidential Enabling Business Environment Council (PEBEC) has instructed all Ministries, Departments, and Agencies (MDAs) to halt the introduction of new policies and regulatory changes to avoid disruptions to businesses and investors.
The directive was announced on PEBEC’s X handle on Monday, stating that the suspension will remain in effect until all MDAs fully comply with the Regulatory Impact Analysis (RIA) Framework.
Introduced in January 2025, the RIA Framework ensures that government policies are evidence-based, transparent, and aligned with national priorities.
“No new reform or policy will be permitted to proceed without being grounded in clear, verifiable evidence. This directive is necessary to prevent policy shocks, eliminate inconsistencies, and safeguard businesses, investors, and citizens,” PEBEC said.
The framework requires MDAs to conduct impact assessments, engage stakeholders, and secure necessary approvals before implementing policies. It is accessible on the PEBEC website, and technical support can be obtained from the PEBEC Secretariat. Exceptions will only be granted in cases of urgent national interest, subject to appropriate approvals.
PEBEC noted that the measure reinforces the government’s commitment to evidence-based policymaking, transparency, and maintaining a stable, predictable business environment.
