Over 1.3m Nigerians complete online PVC pre-registration – INEC

The Independent National Electoral Commission has announced that more than 1.3 million Nigerians have completed their online pre-registration for the Permanent Voter Cards in the first week of the Continuous Voter Registration exercise.

INEC disclosed this in its State Pre-Registration Report for August 18–24, 2025, released on Monday.

According to the report, 1,379,342 applicants successfully pre-registered during the period.

Lagos led with 222,205 entries, representing 16.11 percent of the total, while Osun recorded the largest share by percentage with 393,269 registrations (28.51 percent). Ogun also ranked high with 132,823 applications, accounting for 9.63 percent.

Other states with strong figures include the Federal Capital Territory (107,682), Oyo (66,951), Kaduna (61,592), and Kogi (58,546).

In contrast, the South-East region recorded notably low participation. Ebonyi had only 261pre-registrations, the lowest in the country, followed by Enugu (484) and Imo (481). Abia registered 772 people.

INEC explained that the CVR is now moving into its physical phase, which began on Monday nationwide.

“Both new applicants and those who started their registration online are required to appear at designated INEC centres for biometric capture,” the commission stated.

It further clarified that voters may also transfer their registration, replace lost or damaged PVCs, or update personal information during the exercise.

The commission emphasized inclusivity in the process, “Special arrangements have been made to ensure persons with disabilities and other vulnerable groups are not left out,” INEC added.

Registration is taking place at 811 centres, including all 774 local government area offices across the country, between 9:00 a.m. and 3:00 p.m. on weekdays.

INEC urged eligible citizens who are yet to register to take advantage of the exercise.
