The Bureau of Public Procurement has commenced preparations for the 2026 promotion exercise for procurement officers, directing ministries, departments and agencies to submit the required performance and personnel records of eligible officers.
The directive was contained in a circular dated September 11, 2026, and signed by the Director-General of the BPP, Dr Adebowale Adedokun.
The circular was addressed to senior government officials and heads of ministries, departments, agencies, parastatals and other government institutions.
According to the Bureau, the exercise will cover Procurement Officers and Executive Officers (Procurement) within Salary Grade Levels 08 to 13 under its pool.
As part of the preparations, the BPP asked the affected institutions to provide the Performance Management System/Annual Performance Evaluation Report scores, eligibility lists and seniority records of officers qualified for the exercise.
The Bureau stated, “For the avoidance of doubt, an officer shall be considered eligible to participate in the Year 2026 Promotion Exercise only if he/she has spent a minimum period of three (3) years on his/her present Salary Grade Level.”
It therefore directed the institutions to verify details including each officer’s date of first appointment, confirmation, present appointment or last promotion, current salary grade, PMS/APER scores and seniority position.
The BPP said the information would be used “to facilitate the timely compilation and processing of the eligibility list for the promotion exercise.”
The Bureau also stressed the need for accurate and properly verified submissions from the participating institutions.
It directed that the returns be submitted in both electronic and hard-copy formats and endorsed by the Director of Administration or Human Resource Management of each MDA.
The completed documents are expected to reach the Director-General/Chief Executive Officer of the BPP on or before October 16, 2026.
Emphasising the importance of meeting the deadline, the Bureau said, “In view of the timelines for the preparation and conduct of the promotion exercise, all MDAs are kindly requested to treat this request as urgent and accord it the necessary priority.”
The exercise forms part of the BPP’s preparations to assess eligible officers within the procurement cadre for promotion.
The Bureau is responsible for regulating and monitoring public procurement in Nigeria, with a mandate to promote transparency, competition, efficiency and compliance in the procurement process.
