The Federal Government has approved the sum of N21.68bn for the first phase of a new corporate headquarters for the Nigerian Airspace Management Agency in Abuja.
The Minister of Aviation and Aerospace Development, Festus Keyamo, disclosed this on Thursday during the groundbreaking ceremony for the project in the Federal Capital Territory.
According to the minister, the contract for the project was awarded to MESSRS NHD Interbiz Projects Ltd., with a completion timeline of 30 months.
“The contract is valued at N21.68bn, inclusive of taxes, and the agreed completion period is 30 months. We will ensure strict adherence to quality standards and timelines as specified in the agreement,” Keyamo said.
He explained that the project was being executed in line with Executive Order 12 and the Federal Government’s drive to upgrade aviation infrastructure across the country.
“This ceremony is not just symbolic; it represents a deliberate action under Executive Order 12. It reflects our commitment to strengthening the infrastructure that supports the safety, efficiency and growth of Nigeria’s aviation sector,” he stated.
Keyamo noted that many agencies under the ministry had operated for years in outdated facilities, often working in isolation. He said the new headquarters would bring administrative and operational units under one roof in a modern, purpose-built structure.
“With this development, we are creating a work environment that promotes innovation, collaboration and improved staff morale. The new complex will integrate executive management offices with a state-of-the-art Air Traffic Management Centre,” he said.
The minister added that the facility would enhance operational efficiency, improve safety oversight and enable real-time responsiveness in managing Nigeria’s sovereign airspace.
He also stressed that the procurement process complied with the provisions of the Public Procurement Act 2007, describing it as transparent and competitive.
“Proper procurement procedures, clearly defined deliverables and performance obligations are non-negotiable for a project of this magnitude,” Keyamo said.
He further linked the initiative to President Bola Tinubu’s Renewed Hope Agenda, noting that the project would generate employment, stimulate economic activities and strengthen investor confidence in the aviation industry.
Also speaking at the event, the Managing Director of NAMA, Ahmed Farouk, described aviation as an interconnected system that depends on strong institutional partnerships.
“As we commence this project, we are laying a solid foundation for the future of air navigation services in Nigeria. We expect excellence and timely delivery from the contractor,” Farouk said.
