The Norwegian Football Federation has filed a formal ethics complaint against FIFA President Gianni Infantino, accusing his leadership of raising concerns over political interference, abuse of power and governance within the world football governing body.
The complaint, submitted to the FIFA Ethics Committee, covers three separate issues involving Infantino and other senior officials.
The Norwegian federation has called for an investigation into decisions surrounding a controversial peace prize, a disciplinary case involving United States striker Folarin Balogun and other financial and political matters.
The NFF has also referred the concerns to FIFA’s Governance, Audit and Compliance Committee, seeking an examination of the organisation’s decision-making processes and internal controls.
The federation said the move is aimed at determining “whether FIFA’s decision making, oversight and internal controls operated as required, and whether any governance failures allowed the matters raised to occur.”
One of the major issues raised by Norway concerns the FIFA Peace Prize awarded to United States President Donald Trump during the draw for the December World Cup.
The prize was created in November to “reward individuals who have taken exceptional and extraordinary actions for peace and by doing so have united people across the world.”
The NFF questioned how the award was created and presented, arguing that the process could have implications for FIFA’s requirement to remain politically neutral.
The federation also raised concerns about Balogun’s disciplinary case during the 2026 World Cup.
The United States forward was sent off during his team’s victory over Bosnia and Herzegovina and was initially expected to serve an automatic one-match suspension.
However, the suspension was reportedly halted, allowing Balogun to play against Belgium in the following round.
Reports claimed that the decision followed a phone call from Trump to Infantino requesting a review of the disciplinary action.
The NFF said the peace prize, together with Infantino’s public support for Trump, “raises issues under the (ethics) code’s provisions on abuse of position and political neutrality.”
The complaint has intensified scrutiny of Infantino’s leadership and could lead to further examination of FIFA’s handling of political, disciplinary and governance matters.
