Only state police bill sent to state assemblies, N’Assembly clarifies

The National Assembly has clarified that the constitutional amendment bill seeking to establish State Police Services is the only one so far transmitted to the 36 state Houses of Assembly.

The clarification was issued on Tuesday following reports suggesting that all the Constitution Alteration Bills currently before the National Assembly had been forwarded to the state legislatures.

In a statement signed by the Clerk to the National Assembly, Kamoru Ogunlana, the legislature said the State Police Bill was specifically prioritised because of widespread concerns over insecurity and policing in the country.

The bill, known as the 1999 Constitution (Sixth Alteration) Bill, 2026, seeks to provide for the establishment of State Police Services and related matters.

Ogunlana said, “For the avoidance of doubt, it is only this particular Constitution Alteration Bill that has so far been transmitted to the State Houses of Assembly.

“It is therefore incorrect to suggest or create the impression that all the Constitution Alteration Bills before the National Assembly have been transmitted to the States.”

He explained that the remaining constitutional amendment proposals would be forwarded to the state legislatures after both chambers of the National Assembly had passed them in identical form.

The statement added, “The other Constitution (Sixth Alteration) Bills before the National Assembly will be transmitted to the Houses of Assembly of the 36 States of the Federation upon their passage in identical form by both Chambers of the National Assembly, in accordance with the constitutional amendment process.”

The National Assembly said it remained committed to conducting the constitutional amendment process transparently and in line with the provisions of the 1999 Constitution.

It also urged the public and the media to rely on official statements from the legislature for accurate information on the status and transmission of the various amendment bills.
