FG unveils digital platform to drive paperless civil service

The Federal Government has taken another major step toward a fully digital and paperless civil service with the official activation of the 1Government Cloud Enterprise Content Management System (1Gov ECMS) by the Ministry of Humanitarian Affairs and Poverty Reduction.

The platform was inaugurated during a brief ceremony held at the ministry’s headquarters in the Federal Secretariat, Abuja, marking the ministry’s full transition to digital operations.

In a statement made available on Sunday, the Minister of Humanitarian Affairs and Poverty Reduction, Dr. Bernard Doro, said the deployment of the 1Gov ECMS aligns with the objectives of the Nigeria First Policy and President Bola Ahmed Tinubu’s Renewed Hope Agenda, which prioritise efficiency, digitalisation and improved public service delivery.

According to him, the shift reflects the administration’s commitment to modernising government processes and eliminating bureaucratic bottlenecks.

“This innovation aligns squarely with the Renewed Hope Agenda, particularly the administration’s vision to digitalise government processes, reduce inefficiencies, and make public institutions more responsive to citizens’ needs,” Doro said.

“Today’s event marks a significant step forward in the ministry’s ongoing commitment to innovation, transparency and operational excellence.”

He also commended the permanent secretary, the technical team and development partners, noting that their work exemplifies “what a result-oriented public service should represent.”

The Head of the Civil Service of the Federation, Dr. Didi Esther Walson-Jack, described the transition as a “major milestone,” emphasising that the platform would change how ministries operate.

“The move to the 1Gov ECMS platform represents a fundamental shift in public service operations. Automated workflows, reduced reliance on paper, and real-time collaboration are now achievable,” she said.

Walson-Jack also urged other Ministries, Departments and Agencies to adopt the system, revealing that 19 ministries already onboarded will no longer accept paper-based correspondence.

She praised Galaxy Backbone Limited for providing the shared digital infrastructure that backs the platform.

“This ministry, with its vital mission of supporting the vulnerable, is now embracing paperless processes, and I say this is a milestone,” she added.

Also speaking, the Managing Director of Galaxy Backbone, Prof. Ibrahim Adeyanju, reaffirmed the agency’s role in driving the federal government’s digitalisation agenda.

He explained that the government had made significant investments in digital infrastructure and that the 1Government Cloud ensures the full utilisation of these investments.

“The 1Government Cloud guarantees that confidential, sovereign and sensitive data remain within Nigeria’s borders and under Nigerian laws,” Adeyanju noted.

He expressed confidence that with sustained commitment from MDAs, the government’s target of achieving a paperless civil service by December 31, 2025, is attainable.

During his technical presentation, the Programme Director of the 1Government Cloud, Mr. Wumi Oghoetuoma, welcomed the ministry to the platform, saying the transition demonstrates readiness to adopt modern, secure and efficient digital tools.

He stated that the shift would “boost workflow automation, improve data security, and enhance coordinated service delivery.”
