FG unveils digital system to drive paperless governance

The Federal Government has taken another significant leap in advancing its Nigeria First Policy, as the Ministry of Humanitarian Affairs and Poverty Reduction has officially launched the 1Government Cloud Enterprise Content Management System, a major step toward achieving a fully paperless civil service.

The activation of the platform was carried out during a brief ceremony at the ministry’s headquarters in the Federal Secretariat, Abuja, marking its full transition to digital operations.

According to The PUNCH, the initiative further strengthens the government’s ongoing efforts to modernise public service delivery, safeguard national data, and accelerate digital transformation in line with the Nigeria First Policy.

A statement obtained on Sunday quoted the Minister of Humanitarian Affairs and Poverty Reduction, Bernard Doro, as saying that the deployment of the 1Gov ECMS aligns with the objectives of the Nigeria First Policy and the Renewed Hope Agenda of President Bola Ahmed Tinubu, which prioritises efficiency, digitalisation and enhanced public service delivery.

Doro described the digitalisation drive as a welcome development aimed at cutting inefficiencies and making government institutions more responsive to citizens.

“This innovation aligns squarely with the Renewed Hope Agenda, particularly the administration’s vision to digitalise government processes, reduce inefficiencies and make public institutions more responsive to citizens’ needs.

“Today’s event marks a significant step forward in the ministry’s ongoing commitment to innovation, transparency and operational excellence in the delivery of humanitarian and poverty reduction services to Nigerians across all regions,” the statement quoted Dodo as saying.

He praised the Permanent Secretary, the technical team and development partners for their dedication, noting that their contributions exemplify the kind of results-driven public service the country needs.

In her remarks, the Head of the Civil Service of the Federation, Didi Esther Walson-Jack, hailed the ministry’s transition to paperless operations as a major breakthrough.

She explained that the adoption of the 1Gov ECMS introduces a transformative shift in the way MDAs function, enabling automated workflows, reducing reliance on paper, and facilitating real-time collaboration.

Walson-Jack urged other ministries and agencies to embrace the digital system and commended Galaxy Backbone Limited for providing the shared infrastructure underpinning the Nigeria First Policy.

She further appealed to the media to inform the public that 19 ministries already operating on the platform will no longer entertain paper-based correspondence.

She said, “This ministry, with its vital mission of supporting the vulnerable, is now embracing paperless processes, and I say this is a milestone.”

The Managing Director and CEO of Galaxy Backbone, Prof. Ibrahim Adeyanju, reaffirmed the organisation’s commitment to serving as the government’s digital backbone.

According to the statement, Adeyanju noted that the Federal Government has made substantial investments in digital infrastructure and that the current wave of digitalisation ensures optimal utilisation across public institutions.

He emphasised that the 1Government Cloud ensures confidential and sensitive data remain stored within Nigeria and governed by Nigerian laws.

Adeyanju expressed optimism that with sustained efforts across MDAs, the government’s target of achieving a paperless civil service by December 31, 2025, is attainable.

During his technical briefing, the Programme Director of GBB 1Government Cloud, Mr Wumi Oghoetuoma, welcomed the ministry to the platform, stating that its onboarding signals readiness to adopt modern, secure, and efficient digital tools.

He added that the transition would “boost workflow automation, improve data security, and enhance coordinated service delivery.”
