Reps okay N1.78tn FCT 2025 budget for second reading

The House of Representatives on Tuesday advanced the 2025 fiscal year budget for the Federal Capital Territory, passing the N1.78 trillion Appropriation Bill through its second reading.

According to the breakdown of the budget, N150.35 billion is allocated to personnel costs, N343.77 billion is set aside for overhead expenses, while a substantial N1.28 trillion is earmarked for capital projects.

The bill, officially titled “A Bill for an Act to Authorise the Issue from the Federal Capital Territory Administration’s Statutory Revenue Fund of the Federal Capital Territory Administration Account, the Total Sum of N1,783,823,708,392.00…”, was sponsored by the House Leader, Hon. Julius Ihonvbere.

He moved for the bill’s second reading, which was promptly seconded by the Minority Leader, Hon. Kingsley Chinda.

Following its second reading, the bill was referred to the House Committees on Federal Capital Territory and FCT Area Councils/Ancillary Matters for in-depth legislative review and action.

This budget proposal was initially submitted by President Bola Tinubu and formally presented to the House on May 6, 2025, during plenary by Speaker Abbas Tajudeen.

The presentation came via a letter from the President, in line with Section 299 of the Nigerian Constitution, which grants legislative powers over the FCT to the National Assembly.

In his submission, President Tinubu explained that the proposed budget prioritizes critical sectors such as healthcare, social welfare, job creation, agricultural development, and infrastructure.

He emphasized that “85% of the capital component of the budget is earmarked for the completion of ongoing projects, while the remaining 15% will fund new initiatives.”
