MDAs to go 100% paperless by December – FG

In a bold stride towards digitization, the Federal Government has announced plans to make the Nigerian Civil Service completely paperless by December 31, 2025.

The Head of the Civil Service of the Federation, Dr. Didi Esther Walson-Jack, made the announcement during a press briefing in Abuja on Wednesday.

The briefing was part of the activities to mark the 2025 African Public Service Day and Civil Service Week.

Dr. Walson-Jack noted that the initiative aligns with the ongoing Federal Civil Service Strategy and Implementation Plan (FCSSIP) 2021–2025, which concludes at the end of the year.

“The Office of the Head of the Civil Service of the Federation has already transitioned to a paperless system even before I took office,” she stated. “We are now scaling this transformation across all Ministries, Departments, and Agencies (MDAs).”

According to her, the Federal Ministry of Health recently became the 11th ministry to adopt the Enterprise Content Management System (ECMS), an integral part of the paperless process. “Other MDAs are at different stages of implementation,” she added.

Dr. Walson-Jack also revealed that strategic partnerships have been established to financially support the digital migration of various ministries. “The countdown to December 31 is on. With diligence and God’s grace, we are confident the Nigerian Civil Service will achieve full digitalization by then,” she said.

She further highlighted that a recent study tour to Singapore, backed by the United Nations Development Programme (UNDP), was part of efforts to prepare Nigeria’s civil service for global excellence. The tour included 20 Heads of Service from various states and the FCT.

“The visit to Singapore was our first joint activity under the collaboration between federal and state Heads of Service,” she explained. “It aimed to benchmark global best practices and improve service delivery at all government levels.”

The push towards a fully digital civil service is expected to enhance transparency, efficiency, and sustainability in public administration across Nigeria.
